The Health Promotion Program is guided by the principle that health is a "state of physical and social well-being and not merely the absence of disease and infirmity". MDHSS recognises the important links between health and other aspects of welfare and community well-being. Health promotion provides a resource to the community through education and raising awareness of the need for individuals to accept responsibility for their own well-being. Health promotion helps people develop skills so they can make healthy choices and achieve more control over their own health and the environment in which they live. The Health Promotion program developed by MDHSS targets three areas: Chronic Disease, Mental Health and Well-being, and Health Prevention Strategies.

MDHSS has expanded the health promotion activities that are offered to the community. In particular, MDHSS has attempted to develop programs for areas of identified need and activities in the area of mental health and well-being, oral health and men's physical health. The Community Health Nurse promotes health related topics on the Healthy Living Show, a local community radio program hosted by MDHSS.
